My secondhand information is that he's been hiring e.g. students in the top 5 at UVA, which is consistent with becoming a semi-feeder. Given how few spots on SCOTUS there are for liberals I doubt he'll become a major feeder in the near term, but idk, who knows. He certainly seems best-positioned of the Biden nominees given how few of them have clear SCOTUS connections.
He's also pretty Minnesotan despite being in CA4, so I wouldn't be surprised if he has some slight preference for Upper Midwestern ties, but that's just speculation.

Super belated but I have heard not a great clerkship experience; minimal interaction with the judge, minimal feedback of any kind, judge is not pleasant to clerks

I’m similar (around 4 yrs out and dct clerkship, but not top of class or from T-10) but got a COA ship in a less desirable circuit (think 5th, 6th, 8th, 10th, 11th).
My difference was top 20 school.
If you are from WV or have ties I’d say you got a good chance with Thacker.
Also, you could grab a Judge on Senior Status.
But average 4th circuit clerkship would be tough - but where is your district court judge? Will your district court judge pick up the phone for you?

Is there anything unique/interesting about D. Md. particularly around national security and government cases in a similar way that E.D. Va. gets some of those since it's near DC. Or are these cases basically just in D.D.C. and E.D. Va.?

You will get some of those in the Greenbelt division since there are some government agencies on the Maryland side of the DC metro, although it's less of a national security docket than E.D. Va. because Virginia has more of the defense/intelligence sector.
